If would help immensely to know the exact Make & Model of your laptop.
But just going by your vague question strictly concerning Temperature on your Discrete Laptop GPU have you cleaned your laptop's vents?
Those temperature are high even for a laptop GPU. If cleaning doesn't help maybe you might want to look into purchasing a laptop cooling pad.
Also is the discrete GPU card part of or embedded in the laptop's Motherboard or is it a separate Plug-in type of laptop Discrete GPU?
Reason why I asked it could be the themal paste or Pads on the heatsink on the GPU chip which might be the same one covering the CPU is old and might need replacing if your laptop vents are clean and the inside of your laptop is clean.
Found this old previous AMD Forum thread where another User was also asking about the same GPU temperatures: https://community.amd.com/t5/graphics/critical-and-normal-temperature-ati-mobility-radeon-hd-5470/td...
