Anything above 60hz causes VRAM to be stuck at 1750hz, high temps

Gigabyte 5600 XT (20.11.2 drivers)
AOC 24G1OD

I really do not know what the issue is. Any monitor setting above a 60hz refresh rate causes my VRAM clock speed to stay at 1750hz, high GPU wattage (30 W), and my temps to be fairly high (58C on idle). Going down to 60hz fixes this, but this obviously is not ideal whatsoever. I have seen others with similar problems, though I can not seem to find any fix for me. Tried messing with FreeSync, even reinstalled drivers, but nothing. Disappointed at this... hopefully, someone can help me fix this.

Interesting, I will have to check this out on my rx6800, when using passive mode, gpu overheating to 70°C before fans kick in. Although it's unacceptable to reach so high temperatures just while browsing web and watching yt
