RAM: Ballistix 16 GB DDR4 - 3200 RAM
SSD: Samsung 960 Evo PRO
Every time I restart using Windows 10's restart button, I get a black screen. My mobo has LED lights for boot, RAM, and VGA. It cycles through those in order every time I turn it on. When I restart, it gets stuck on VGA and just keeps running as if nothing is wrong. I already got a new diplayport cable and have tried removing RAM, changing settings in BIOS, and reinstalling Adrenaline 19.7.1. It also happens when I just go to turn it on occasionally. Nothing seems to work. Please advise.
