Video stutter is a common occurence accross multiple applications including browsers (Edge, Firefox, Chrome), Slack, windows players such as Films & TV and Media Player. Stutter also applies to GIFs. Both video and gifs tend to not play at all but audio will (with video obviously) or flash between green and a static frame at a high speed.
Troubleshooting
I've sent the GPU back for testing to Overclockers and no issues cropped up apparently so I'm stuck with it. I've also tried reinstalling Windows but the problem comes back over time, uninstalling drivers in Safe Mode with AMD CleanUp and also DDU. I think the problem is DX11 related when it comes to video playback. I haven't noticed problems with games, but it does impact my work and I'd like to resolve the issue.
For example, if colleagues share videos of work, I can't watch it on my own PC, I need to remotely connect to my work PC and that then plays fine through stream. Previously came from a nVidia 1080 and never had problems. Changing the config in Firefox on this setting ("media.wmf.dxva.d3d11.enabled") to False has helped, but I then get the issue in Slack and can't seem to find a way to resolve this ongoing issue.
I think the issue is definitely GPU-related because on changing GPU Preference for software in Windows settings (System -> Display -> Graphics) to use AMD CPU graphics, the flickering issue goes away entirely (although it's returned a day later after I turned my PC on from sleep mode). I also turned off GPU-accelerated scheduling. Again this isn't the ideal for me and I'd rather use my GPU but it seems to have continued issues. The upside to this find is I can add software to the list as I go to use AMD onboard graphics as a temporary workaround.
I've also tried clearing DirectX shader cache which didn't help unfortunately. Here's an example of the issue on Youtube from another thread. Unfortunately I can't change colour depth on the 2 monitors I have - they're at 8bpc.
I am honestly at the point where I'm strongly debating selling this GPU in 2025 and buying an NVidia card to replace it, but I'd rather not.
