What are your specs? CPU MOBO RAM PSU GPU. When you reinstalled did you use DDU or AMD Cleanup Utility to remove all traces of the old drivers?

Hi,
Does it crash without undervolting? Could be.. not enough voltage.

If it crashes with or without undervolting then I would look for the culprit somewhere else, like:

Try stress testing the ram on memtest and/or try using the ram default speed instead of 3600Mhz
You can also try removing one stick of ram and then the other.

Clearing CMOS is also a nice troubleshooting.

If its all clear go back to GPU testing and try the card in another system if you have the chance.

You can try DDU as well, if you haven't.

What is the brand of the Graphics card, is it AIB? Check its PSU requirements. What Brand is the PSU?
Some AIB's will bump up their GPU requirements.
Also, don't daisy chain the auxiliary power cables, have two separate cables from PSU to the Card.

As for the OS:
Check its integrity with CHKDSK, SFC and DISM.

You can backup all your data and Reset Windows without a format or go ALL-IN and reinstall the OS.

Good Luck with the troubleshooting
