Fixed issues: AMDRSServ.exe may cause GPU utilization to remain at 100% after closing games on some AMD Graphics Products such as Radeon™ 570.
I have an RX590 and I have the same problem now.
they say they have solved the problem, but it seems they have not
after I start a game after 10 minutes or so, the utilization goes up to 100% and stays that way until I close AMDSServ.exe.

I wouldn't even care about this bug if the card didn't do that thing where the fan spins up to maximum and the picture goes black after 10 minutes of playing
