CPU: Ryzen 7 3700X
GPU: Sapphire 6700XT
Mem: DDR4 3600 8GBx4
Display: 144Hz FHD on DP, 60Hz FHD on HDMI
OS: Windows 10 22H2
On 22.10.2, Display blackout bug seems to be fixed(?), but when playing some video on Chrome with HWAccel
my main display (144Hz) is stuttering and sub display is flickering... so annoying.
Gaming is fine.
According to my research, this bug happens with multi display environment and gpu drivers memory clock controll.
On my most stable driver 22.7.1, memory clock is stack at setting clock. But since 22.8.1,memory clock is not stack at setting clock and up and down adaptive way.
I guess this behavior causes whole bug.

My configs
Amd drive: 22.10.2
Only thing that fixed this for me was turning Vsync from Always off to Off, unless application specifies. Apparently its somehow related to video playback sync'ing with refresh rates. Let me know if that fixed it for you.

I tried newly 22.10.3. and changing vsync setting.
Problem still remains! and Blackout bug ...

Yep, I'm having this issue too! I just wanted to mention (I'm on 22.10.3 now) after lots of messing with settings, turning off the VRR (variable refresh rate) solved it for me. I'm sure it's different for anyone but I just wanted to throw that in there since it may be buggy with compatible refresh rate.
Editing this to add that turning off the Enhanced Sync didn't help me but I did have it off after messing with settings, but having it off and then turning off the VRR is what has fixed it for me so far.
