You've either downloaded the incorrect driver, or there is a Windows related issue. Windows sometimes installs its own outdated Microsoft version of Radeon drivers, which then interfere with the actual Radeon drivers. If the latter is the case, you have to uninstall the Windows driver (often dated 2019 or 2020 or so) from the Device Manager, by right clicking on the appropriate device icon, and following the steps.
However, first rule out that you haven't downloaded the wrong driver: what driver did you download, and what are you system specs (specifically, your CPU/APU/GPU information)?
