You need to post the exact Make & Model of your laptop.
I would make sure your Laptop has the latest BIOS/UEFI version installed and latest CHIP Set installed. Also see if your Laptop's own AMD Driver has the same problem, if it isn't too old.
If your laptop has an AMD APU (CPU with Integrated Graphics) then you just need to download the AMD APU Driver which will automatically install both the Integrated and Discrete GPU drivers, If applicable.
AMD Cleanup Utility is good but it also deletes the computer Chip Set. You need to both install again the GPU and Chip Set drivers and any other AMD drivers install before running the Utility.
Best to use DDU (Display Driver Uninstaller) in Safe Mode with the Internet disconnected. Then delete, if applicable, in the Root directory AMD Folder C:\AMD. Once DDU finishes and reboots back to Windows Desktop, still with the internet disconnected, run the downloaded full AMD Driver package. If it installs correctly, then connect the internet and again delete C:\AMD folder to prevent conflicts when you install a different AMD driver in the future and to save space.
DDU just eliminate all traces of AMD Driver and it related software but not the Chip set drivers.
