I bought two promotional products and got 2 x a coupon for the same games. ( warhammer + unknown 9 awakening). Is it possible to change one code for another game?

Only the games listed in promo are available, there are no other choices.

As @goodplay states, each specific promotional campaign is only good for the game(s) listed. Depending on the timing of the promotional period (there is occasionally some overlap) your purchased product may have qualified for more than one promotion, for example there are two different Q3 promotions for the 7700XT.

Unfortunately, per the Terms and Conditions, you can't even give your extra coupon code to a friend.

Coupon Code may not be sold, exchanged, transferred, offered as a prize, ... without the express consent of Promoter.

Because activation requires product verification and linking your Steam account to your AMDRewards account, it would also seem difficult to circumvent.
