D3D11/D3D12 viewport corruption on window resize

D3D12 sample apps and our own D3D11 in-house engine have a bug were resizing the window will cause the viewport to be slightly corrupted. It looks like it is not being synced up properly with the changed window client area so the bottom and right edges are not being rendered to. See more details here:
