RX 6600XT Stutters and low FPS

Anyone else having stutters and massive FPS Drops issues with the RX 6000 series? This seems to happen ( atleast in my case with my RX 6600XT ) because the GPU core clocks / GPU utilization just randomly go down, to very low levels and fluctuate all over the place during gaming ? The problem only gets fixed after the game is restarted, it seems to happen randomly...

Battlefield 5 is probably the best example, the problem can even be intentionally triggered by simply changing graphical settings a few times. I have tried so many things, chipset drivers, different bios, removed overclocks, temperatures are fine, fresh windows install and even set a minimum core clock speed and the only thing that seems to sort of fix the issue is disabling Smart Access Memory...

My specs:

CPU: Ryzen 5 3600

RAM: 16GB  G.Skill RIPJAWS V 3200Mhz

GPU: RX 6600XT ( XFX Speedster QICK 308 Black )

MB: Gigabyte B550M DS3H

PSU: Seasonic Bronze B12 BC-650

Yes indeed with my 6800xt I am also experiencing stutters.

For my part it didn't get fixed with setting a minimum core clock but it might be a try worth for you.

SEE : https://community.amd.com/t5/graphics/6800xt-clock-speed-problems-downclocking/td-p/495491

For me stutters got better when setting the maximum frequency below 2015 Mhz ( see https://www.amd.com/de/products/graphics/amd-radeon-rx-6800-xt ) this is the advertised gaming frequency.

But in the end I still have stutters like : https://imgur.com/a/Qdeo7Xe visible at 0:07-0.09 s coming up randomly at least once every 5 minutes.
