Amd Rx 7600 constant stuttering in dx11 games and poor performance in dx 12 games

My Pc specs are

Ryzen 5 2600 @ 4.0 ghz, 1.3v

Rx 7600, Stock settings

700w psu

512 gb ssd, 1tb harddrive

16 gbs ram @ 3133mhz

 

I am getting constant stuttering in games like Apex and Fortnite making them completely unplayable. I can't turn on Smart Access memory since I don't have a 3000s ryzen CPU but there isn't really a bottleneck either since my CPU and GPU are at around 80% utilization during gameplay. I tried a older more stable driver, upgrading my psu. Which have slightly improved performance and made Fortnite playable on dx12 with decent performance but Apex is still a stuttering mess. Does anyone know a possible solution? I'm at my wits end here.

What have you already tried to do to fix it? Those aren't super intensive games. What else do you have running in the background? Make sure all your motherboard drivers and bios are up to date via MB support page?

The only other apps I have open are discord and Spotify. I have all my chipset and my motherboard bios up to date. It doesn’t matter though I’m just going to return it and get an rtx 3060. It shouldn’t be this complicated for someone to set a new gpu up.
