Why isn't there an option to turn off AMD freesync for all applications?

Seriously, why the fck is this even a thing. AMD freesync's default for every. single. application is AMD optimized, and for every single application, that just means it's turned on by default. Now, maybe freesync is great with the right setup - I don't know and I couldn't care less. When it's on, and I alt tab from literally any application using it, I get a black screen stutter for 1-2 seconds and it's jarring. It's a minor inconvenience, but if I'm playing a game and have to alt tab to the wiki constantly, or I alt tab to a youtube video, it's incredibly frustrating.

And for anyone who might offer advice- it is 100% freesync caused, when I turn it off manually the issue is resolved. I run games in borderless windowed, my monitors are an LG C1 and some usb c monitor that was advertised as freesync compatible (not that that makes a friggin difference) And when I uninstalled drivers for a short time because of some REALLY frustrating driver deadlock I was experiencing recently, the issue was never present. Of course, the deadlock returned, and I reinstalled drivers, and regardless of if I only install drivers or install adrenalin, AMD optimized is still the default setting for freesync and now I have to go back and manually turn the **bleep** off another 100+ times for every single application I open.

Seriously, I can't even turn it off for some video playbacks even though for whatever reason it's still on by default for them. If I'm playing a trailer in steam and fullscreen? Black screen. Some stream services like hulu or crunchyroll, fullscreen or alt tab? Black screen. This is the dumbest option to not give user control for.

Otherwise I love my 7900 xtx. I wish it worked better with some VR games (I cannot for the life of me figure out why beatsaber stutters so **bleep** much despite playing perfectly on a 3070. A 3070!!) but give me an option. Make it some hidden thing if you're worried about dumb users making adjustments they shouldn't, why would this be one of them though?? Just give me the option, christ. I'm never going red again if I can't even have options for normal day to day usage like this
