Generally AMD PIB 3 Year Warranty doesn't take affect UNTIL after the Retailer's Warranty or Return Date (Amazon in this case) has expired. Once the Retailer's Warranty or Return Date expires than AMD 3 year PIB Warranty becomes effective and active.
From reading your OP, unless I misread it, your AMD Processor is still within Amazon Warranty or Return date which means they are the ones responsible for replacing your AMD processor and not AMD at this point, in my opinion.
But since you mentioned that Amazon contacted AMD Representative, while you were on the phone with Amazon, that mentioned that AMD would replace your processor than it is a problem between AMD and Amazon to resolve the Warranty issues concerning your AMD processor.
It is possible the AMD Representative miscommunicated or misunderstood with Amazon Representative about their Return Date or Warranty and realized that AMD Warranty is not active until Amazon Return Date expires. Just guessing. Thus the red tape between AMD and Amazon.
