Upgraded gpu and psu and now have terribly slow performance.

I recently decided to upgrade my gpu so I purchased a 6800xt from amazon and installed it. I used DDU to uninstall old drivers and then installed the up-to-date drivers. Now my PC is incredibly slow and would take 10 minutes to launch any game and I would get basically 1fps in any program. I was told my psu wasn't powerful enough, so I purchased a 850w corsair and installed it. This had no effect, and my pc basically runs the same. The PC barely utilizes the cpu or gpu when I try to run games and I am unsure what to do now as I may have to take it to a pc tech. If any one has any ideas or solutions it would be greatly appreciated. 

Specs:  Msi aegis zs 5ds-263us. Installed a merc 319 6800xt and a corsair rm850x 80 plus gold fully modular Atx.

Have you try doing the same thing in safe mode?

Are the two cables going to the GPU individual or are they daisy-chained?
