Since I downloaded AMD PRO Control Center AMD Radeon Settings wont open

You have installed the wrong driver. The Professional drivers are for Professional (workstation) graphics card.
Use DDU to completely remove the AMD drivers and download the Adrenalin 18.5.1 driver package.
