With this 30" monitor I should be able to get 2560x1600 using a dual-link DVI cable, but Windows is not giving me any resolution option higher than 1280x800. Ideas?

Apparently 1280 x 800 is the monitor safe mode.
Check your manual/settings/connections..
Does your video card have a DisplayPort port?
Unfortunately, no; it has only DVI, HDMI, and VGA.
Odd...Anyway, are you sure the cable is Dual Link, and that you are using the correct refresh rate?
My cable has a manufacturer's label that says "Dual Link DVI cable part no X058C" (I think it's a Dell cable). Windows is only giving me a single choice of refresh rate: 60 Hz.

What is the exact make/model of card (GPU-Z has a Lookup function) ?

it looks like that trying to use DVI is my problem! It says Max Supported

You're going to be limited to 30hz if you use the HDMI port. Ideally you need to upgrade your graphics hardware to a model with a DisplayPort. I'd suggest the RX 550, it's twice as fast as the 250 and has a DisplayPort and HDMI 2.0b
