New built PC freezes when browsing

Hi All, 

I've been trying to fix a nagging issue with my partner's new built PC (we put it together last October) 
Games are running great, it does however randomly freeze when simply browsing the internet, playing video, and funnily enough 9GAG also seems to be an issue to load. The screen will freeze and sound will continue to play, but it's completely unresponsive and the only option is a hard restart. 

Some specs; 

DDR5 ram 32GB

Corsair 1000watt PS

Cooler master 360L water-cooling

Amd ryzen 7 7800X3D

Gigabyte B650 Elite motherboard

Gigabyte Radeon RX 7800XT 16GB

+additional intake and exhaust fans

Things I have already tried: 
- Updating drivers, as well as removing old clutter drivers in safe mode (we copied the entire system from his old pc onto the new one, which was an intel pc) 
- Double-checked if power supply is sufficient 
- Re-checked all cables
- reseated RAM 
- Check if Freesync was the issue, but it was already off
- Checked windows error log. There's a lot of "Kernel power 41, task 63- which can be anything) 
- a strange issue we've run in to is that I should be the administrator of the pc, but when trying to scan the system for corrupt files or running anything from the prompt, tells me I don't have the administrator rights to do it?"

Apart from re-installing Windows completely, as well as switching the HDMI cable to a DP cable (sometimes it seems to randomly 'eject' the HDMI for a split second) I'm out of ideas of where to look. Everywhere I've searched for the kernel power issue keeps pointing to failing hardware, which I very much hope is not the issue when everything is brand spankin' new.
