I turned to the seller, that he would give me the "Discount code", but he refused me.

I bought the RX 580 on September 6, 2018 in the store www.exe.ua, because this store recommends the manufacturer Gigabyte, but I do not give the discount code.

If the seller is not on the 'Participating Retailers' list, then you are not entitled to the offer/promo.
