In dire need of help, PC constantly restarts while gaming and only gaming.

Computer Type: Desktop

GPU: ASUS RX 6650 XT DUAL OC 8GB

CPU: RYZEN 5 5600G

Motherboard: MSI MPG B550 CARBON WIFI

RAM: 16GB ADATA XPG D30 3200 MHZ CL16

PSU: XIGMATEK 650W 80+ GOLD FULLY MODULAR

Operating System & Version: WINDOWS 10 PRO 22H2

GPU Drivers: AMD ADRENALIN SOFTWARE 22.11.2

Background Applications: DISCORD, CHROME, AFTERBURNER

Description of Original Problem: Computer started rebooting while gaming after installing a new GPU (RX 6650 XT), sometimes after an hour but most of the time it's 5 to 10 minutes after launching any game.

Troubleshooting: Tried stress testing GPU using OCCT, Furmark..etc and no errors occured.

Tried reseating the GPU.

Changing the PCIe cable.

Swapping my ram with another set of ddr4 sticks.

Tried two other GPUs in my pc, a GTX 1070 and an RX 5700 XT and they both work flawlessly with no reboots.

Tried another AM4 CPU, a Ryzen 5 3600 and it still reboots.

Removed Afterburner and/or any other monitoring software.

Disabled MPO, disabled XMP and resizable bar, disabled PBO, CBO, updated my motherboard bios, used DDU to remove drivers in safe mode and reinstalled both older and newer drivers, tried installing the driver alone with no Adrenalin, reinstalled AMD chipset drivers, disabled DCOM, tried a fresh install of both Windows 11 and 10, i also did reset my motherboard bios.

Now i know what you might be thinking, RMA the card right? well i tried my GPU in two other Intel systems and it works with no reboots.

Well then it MUST be the PSU? I tried my PSU in the same Intel systems along with my GPU and it worked nicely with no reboots.

I tried my friend's ASUS 6650 XT in my system and it rebooted as soon as i launched Forza Horizon 5.

The only thing that's kind of work, is reducing the power limit to 130W through MorePowerTool, it only rebooted once every hour or two hours after doing this, yesterday i gamed for 3 hours with no reboots at all. Today it restarted the Pc within 10 mins.

I want to smash this GPU but unfortunately i can't afford to buy another one right now. Any other tips?

I am no way a tech expert but may i ask have you calculated your your wattage consumption with your new gpu? Gaming does take a bit more watts and so im wondering if your psu might not be enough. I was told you always want a additional 30 percent more wattage capacity than the estimated wattage.
