I have two moniters, during boot up the second moniter goes into sleep mode half way during windows 10 session.
Microsoft hung up twice during trying to repair, but they just happened to be looking at your software.. I have R7 200 hardware.

best fix would be to reinstall windows. - i guess
i also use 2 Monitors since decades - never had your issue once.
mh, maybe also try to load default settings in bios

Just Windows 10 being Windows 10.
You could try DDU or fiddling with driver versions, but the better option would be to grab a 20H2 ISO from Microsoft and start fresh, but the best option though would be to grab a Windows 7 ISO
