How to decide if Graphics card bad and needs replaced?

My R9 270 is 7 years old.  My HP monitor does not receive a signal and goes blank.

However if I repeatedly turn on and then turn off the entire system, the monitor will eventually

receive a signal and works fine... until the next time I turn on the computer.

I have:

1.  Updated drivers

2.  Have replaced HDMI

3.  Tried a DVI cable

4.  Unplugged HP computer and pushed the on button 

      for 20 + seconds to eliminate static.

Does this sould like a bad graphics card?

Have you tried connecting to a TV to eliminate a possible faulty monitor?

Have you taken the graphics card out and reinstalled it?

It may just have come lose from the socket or need a clean.
