How Can I Make This Computer Play 4k 60 FPS HEVC Movie Files?

My computer just can't play high framerate videos from a GoPro, not even 60 FPS. It plays 1080p 30 FPS just fine, but 4k 60 FPS HEVC is choppy and the video cuts in and out. VLC, PotPlayer, Windows Medial Player, OpenShot, doesn't matter, it doesn't work. I even bought some add-in from the Microsoft store for $1 that was supposed to help with playing HEVC and it still sucks. The files are on an internal HDD btw.

How can I get this computer to reliably play these videos? I tested my monitor on a rig running an i7 and a Quadro P4000 and the exact same videos run fine on it, so it's definitely my computer that's the problem. Honestly, even my iphone can play the videos just fine.

Windows 10 Educational

AMD Ryzen 7 2700X Eight-Core Processor 3700 Mhz processor,

ROG CROSSHAIR VII HERO motherboard,

32GB RAM,

AMD Sapphire Radeon R9 280X 3GB GDDR5 GPU (I also have a Radeon Pro WX 3100 that I'm not currently using).

The 280x doesn't have native hevc support, it uses older uvd 4.2, and also possibly refresh rate @ 4k is limited due to the older hdmi/dp versions.
