Cpu Upgrade

I just got a Ryzen 7 3700x. I upgraded from a Ryzen 5 3600, but my fps got worse in valorant. I was getting 220-260, and now I Get 170-190. What can I do to get my fps back up?

Always fresh install Window after CPU Upgrade.

How would I do this?(I am not that good with computers) Would this also explain why my PC takes so long to restart and Turn off?
