Black background flickering in games

i made my first pc yesterday with a rx 7600.

it blows my previous one out of the water but there is one small problem.

when i play games there is a background flicker issue.

there is constant black static flickering.

it only happens when actually in game so not in menus but after entering a game it is always on until i close the game.

i've tried driver versions 24.9.1 and 24.5.1 and they all still have it (currently on 24.10.1)

i have enough power (be quiet 600w), a cpu that won't bottleneck (14100f) and everything should be fine.

mostly happens in skyrim rdr2 and other games with togglable vsync.

when i turn off vsync or play in borderless windowed it doesn't happen or at least is barely visible.

is my gpu defect?

like i said other than actually in game it never happens.

i also have a vga to hdmi adapter on my monitor as my monitor is vga (i don't remember why i have vga).

my sister got herself a new monitor and it should be coming tomorrow so i'll try it out with that and see.

otherwise i don't know what it could be.

Oh, you definitely want to get off that VGA connection.  Your minimum monitor spec should be HDMI and Display Port (DP) is the preferred video connection due to increased bandwidth.  I bet the new monitor works fine and the RX 7600 is good.  If you were running a high-end gaming system, I would also recommend a quality DP cable that can handle the increased bandwidth needs of the high-end gaming GPUs.
