I'm not sure if it's still active, but Sales@AMD.com used to allow you to contact the Sales & Partnership "Team"., they should be helpful in order to put you in contact with a local Wholesale Distribution Partner.
If you want to become one for your Region, you might have better luck directly contacting the AIB Partners (Asus, Sapphire, Gigabyte, MSI, etc.) and see what you can work out with them; as it's only CPU/APU that AMD themselves directly produce and sell... I mean unless you want to become an AIB Partner yourself.
Still I believe the Partner Website is a good starting point.
