Not sure if it works for non ASUS motherboards, but ASUS removed P-State overclocking from the newer BIOS, but this one restores that ability. Personally I just use  a custom P0.

a lot of those processor states should not be adjusted as it could damage the hardware

if you want to overclock simply get a better cooler and do it the old fashioned way
