AMD stock cooler spinning slow

I built a new PC, but my temperatures on CPU are very high. In idle I have around 60 C and while playing I have from 75 - 90.
I have stock cooler on my ryzen 5 3600 and my motherboard is B450 f.
In bios i changed the fan speed to Full speed but still nothing changed

First the Maximum operating Temperature for your Ryzen is 95C.

Plus the AMD Wraith Stealth is the weakest CPU Cooler of all the Wraith CPU Coolers even though it should be adequate enough for your processor for normal computer use.

Make sure the Wraith is properly installed and it is tight and even on the processor and there is no Air flow obstruction to the CPU Cooler fan. 

Also a warm or hot room temperature can make your processor run hotter than in a cool room.

I suggest you purchase a 3rd party CPU Cooler with a TDP of at least 125 watts for your processor.
