have in mind that AMD AMF Encoder has an impact on bandwidth and gpu-load - you should at least use FRTC with 10fps lower than normal average framerate; and/or lower ingame settings
1080p60 is possible and needs 25-35mbit/s bitrate to look good
streaming 1080p60 on twitch is not recommended - even 1080p48 doesnt look great
streaming 1080p60 on YTG is possible but 9000kbps + buffersize of max 1000kb should not be exceeded

If you're just looking to record videos I'd recommend using ReLive with the HEVC codec. In every game I've tested the results have been perfect; straight out of the box with zero tweaking required. You can then import the video into your favorite editor and add any overlays you need there.
That said, here's a little trick to get around the resource issues with OBS. Go into your recording tab and change View Mode to Expert. Scroll down and change the Video API to Direct3D 9. Obviously YMMV, but this worked for me. I haven't had to mess with frame rate target control or anything else. Maybe there's some huge hidden drawback to this that I haven't seen, but I haven't lost a frame since switching.
I would switch to ReLive, but in the program cannot be divided into 2 tracks, one sound and another microphone. I work with sound. And in OBS it is possible.
ReLive has a "Separate Microphone Track" - Like James said, I'd highly recommend ReLive for clean and easy recordings. Keep in mind though, 1080p/60 streamed is going to be pretty demanding ESPECIALLY with the current CoD MW! Here's a short stream test I did last night on Twitch - while I do stream at 1080p/60 and play at 1440p/maxed settings, I'm also using a Radeon VII and a second system to handle the encoding/decoding. With a single rig and a RX570 you will be limited to play AND stream at 1080p/60.

Glad to hear it's working for you. I use the default settings. If it's not broke, don't fix it.
Help configure Relive. Very poor quality and lag video. And the game has a stable 120FPS.

It may or may not be useful to you, but ReLive does allow you to record your microphone as a separate file. You can then use your video editor to mix or embed the mic data.
