Yes, you should always keep chipset drivers upto date if you can. its the bios that you shouldn't update needlessly  unless your having problems with it or in cases were the chipset drivers require you to use the latest upto date bios.

Its usually noted if the chipset driver your downloading needs an upto date bios (Agesa version) to work properly, its in the +Driver Details when you download the latest chipset drivers from AMDs main site->Driver&Support->AM4->x570/470 etc.

I generally update the chipset drivers on both my TR4 and AM4 systems - in my case they seem to go hand in hand with Windows 10 updates and in most cases with BIOS updates.

usually you only need to update your Chipset-Drivers if your new BIOS flash requires it.

32bit Windows no longer has any driver support for both AMD and nVidia since 2018, the last AMD Gpu driver that still had 32bit support is the Adrenaline driver version 18.9.3.

Tbh i would reccomend you just move on to a 64bit windows 7 or 10 (Win10 if your using a ryzen cpu) and get the upto date drivers instead, it just isnt practical to still be using 32bit windows these days when almost all 32bit apps can run just fine on a 64bit windows.
