You should always include your full build specs when posting these kind of troubleshooting posts. also, what GPU did you have previously? have you installed/reinstalled your drivers properly using DDU?
if you think you have done everything correctly, try to update your chipset drivers and rollback your drivers to some 10 months old version or something (the peak experience of owning an AMD GPU lol), if you have the most recent drivers already installed. there are many tutorials on youtube on how to do that
