Updating AMD drivers causes dim screen

I am trying to update my drivers so that I can use features from Vulkan 1.3. When I update the graphics drivers my screen becomes significantly dimmer. If I roll back the drivers then the issue is resolved, but I would like to be able to work with the latest drivers. Additionally, when I boot to UEFI the brightness is not an issue, but when the Windows login screen appears the screen appears dim again.

Laptop/mobile systems with brightness control typically need the manufacturer-specific drivers to function properly.
