I'm facing stuttering issues after installing the Ryzen 7 5800X3D CPU.

I scoured forums and found someone with a similar issue. They noticed the stutter only occurred when the GPU driver was installed. I used DDU to uninstall the graphics drivers, and the computer ran smoothly. It took a while for the GPU to install its basic driver automatically, but as soon as it did, the stutter returned. I tried installing the latest GPU drivers to no avail. (The PC runs without stutters in safe mode.)
Interestingly, when I swapped back to my old CPU, the Ryzen 7 2700X, I didn't experience any stuttering issues with the RTX 4070 Super.
Does anyone have any ideas of what might be causing this? How can I resolve it?

Motherboard: Gigabyte B450 DS3H V2
Corsair 600W PSU
Team Group 16GB DDR4 3666 RAM
