Monitor loses signal after installing GPU drivers

I know its normal for monitors to flicker while you update your drivers but recently I hopped on my computer and my game was really laggy so I restarted to see if that fixed it then after the bios screen it cuts to black and my monitor says "no signal" 
Figuring it was a driver issue I booted in safe mode and used the amd cleanup tool , deleted and uninstalled the drivers then booted into normal windows. As soon as my screen flickers from the update it makes noises like I'm plugging a usb in and unplugging it over and over , then it goes black and the screen says "no signal" then my monitors powers light flickers on and off. 
I've gone through different PSUs and GPUs thinking it was a hardware issue but everything runs fine until I install drivers. Does anyone have any troubleshooting I can go through or do you have any fixes for this issue ?
