Since you have a HP Envy X360 Convertible you need to first find out if your Laptop supports Windows 10 or 11.

Was Windows 8.1 the original Windows that came with your laptop when you purchased it?

Your Laptop Ryzen does support Windows 11. I would run Windows 11 Update Assistant to make sure your laptop qualifies to install Windows  11 on it.

Your Hardware IDs are as follows:

1- PCI\VEN_1022&DEV_15E2&SUBSYS_876E103C&REV_01:

2- PCI\VEN_1022&DEV_15E4&SUBSYS_876E103C&REV_00:

First thing I would do is go to HP Support for your laptop download page and download all the Windows 10/11 drivers including BIOS and CHIPSET updates.

Select your HP Envy x360 convertible from the list to get to your laptop's Software and driver support page to download drivers from: https://support.hp.com/us-en/deviceSearch?q=hp%20envy%20x360%20convertible&origin=swd

Also HP Support probably has a webpage to instruct you on how to update your laptop's Windows to Windows 10/11.

Here is AMD IGPU driver for your Ryzen 7 4700U Processor: https://www.amd.com/en/support/downloads/drivers.html/processors/ryzen/ryzen-4000-series/amd-ryzen-7...

Before upgrading from Windows 8.1 I would run a full System Backup of your laptop to an external SSD/HDD in case anything goes wrong during the upgrade or if you have a Laptop HP Recovery Disc is better.

Try posting your problem at HP Forums under Notebook Operating System and Recovery: https://h30434.www3.hp.com/t5/Notebook-Operating-System-and-Recovery/bd-p/OS

When you run Windows 10 or 11 Installer what type of error messages are you getting?

Are you doing a In-place Windows upgrade from 8.1 to 10/11 or a Clean Windows installation where your laptop's SSD/HDD partitions are deleted before installation of Windows begins?

I presume your laptop is not in Warranty any more but before you upgrade from Windows 8.1 to Windows 10 or 11 make sure you make a Backup System file to another external SSD or HDD in case something goes wrong with the upgrade.

It came with windows 11 but I kept getting driver pnp watch dog error so I kept downgrading the windows version until something worked but I found that my computer was stuck on windows 8.1 because when I try to update it blue screens then gives me an error code saying driver pnp watchdog error, so I'm stuck on windows 8.1

Here are some good Troubleshooting tips from Windows Tech sites and MS Forum:

1- https://www.thewindowsclub.com/driver_pnp_watchdog-blue-screen

2- https://appuals.com/driver-pnp-watchdog/

3- https://answers.microsoft.com/en-us/windows/forum/all/how-to-fix-a-driver-pnp-watchdog-error/a403799...  (This thread at MS Forum seem to be very similar to your problem. He also has a Laptop with the same BSOD).

4- https://answers.microsoft.com/en-us/windows/forum/all/how-can-i-fix-driver-pnp-watchdog-error-if-win... ( This thread at MS Forum the User was able to fix the same error you were getting DRIVER PNP WATCH DOG at the very last reply on the thread.)

NOTE: If you have a HP Recovery disc I would use that to partition and install all your original Windows OS and HP apps that came with the laptop when you first purchased it.

I've tried all of these methods before and none of them have worked

Seems like you a hardware issue with your laptop.

If it is still under Warranty see if you can turn it in to have it checked.  But since you downgraded to Windows 8.1 I don't know if that might have voided the Warranty if your laptop still has one.

But clicking f2 when it’s booting I am brought to the hp hardware tester which I extensively tested each hardware check available and they all came out clean

Have you tried upgrading to Win.10 first, did you create a bootable usb (usb 2 stick Not usb3 one) from MCT, and choose 'for another pc'. Install offline (disable wifi and/or ethernet), will skip online updating.
