Drivers are not working correctly, starting from 23.9.1

For about a month now, after updating the driver, they refuse to work correctly. To be more precise, after I install a new version of the drivers, I restart the system and can no longer open almost any program. For understanding, even the "shutdown" button does not work, the computer just freezes and you have to turn it off with a button on the case. When running in safe mode, fortunately, everything works, and through Display Driver Uninstaller I can remove the latest version of the driver and install an earlier one, for example 23.8.2, which shows itself perfectly. This is the first time I have encountered this problem, namely the problem with drivers, and maybe someone can tell me what I can do? Or will I just have to use the old version? Characteristics of my system: 

AMD Ryzen 5 4600G with Radeon Graphics 3.70 GHz

RX6650XT 8gb Sapphire

16 GB of ram

SSD 512 gb m.2 (the system is installed on it) and SSD 1TB m.2

Windows 10 21H2 (19044.3448)
