I had the same issue after upgrading. The new Anti-Lag features are the issue. I enabled HYPR-RX and it automatically turns on Super Resolution, Anti-Lag, Boost, etc.
Go to the Gaming section (top), click on Graphics tab, select "Default" preset which will disable all the half-baked AMD nonsense. If you want to turn on Super Resolution upscaling, that's fine. The rest of them, especially Anti-Lag, should remain disabled.
