2990WX high idle clocks normal?

Just wanted to ask, is it normal for the 2990wx to idle at high clock speeds (around 3,000MHz). The temperatures are low, around 38-40 C during idle but get up to 62-65 C on full load (rendering). This is my first time with AMD and Intel chips usually downclock very heavily to like 1.0GHz when not in use, then ramp up to 4.7GHz on full load.

Sounds like you're on "High performance" windows power plan. Change to "Balanced" and your clocks on all cores should go down when you're idle / doing web browsing etc.

During CPU intensive tasks such as your rendering, Balanced power plan will still boost up to full clocks on all cores (if required).

I was actually on Ryzen balances. CPU min state was at 90% but that was not it. Enabling cool and quiet in the bios did the trick. Now I idle at around 2000 mhz.
