I think the answer might be a little bit disappointment, this GPU might not support 4k resolution. Please take a look at the specification of a similar GPU, from http://www.amd.com/en-us/products/graphics/desktop/6000/6450. I made a screenshot below.
As you can see it's the specification of HD6450, which is very similar as your notebook GPU HD6470M. So the answer is no!
Hi Aaron, thanks for the prompt response. Although it's not what I wanted to hear, at least its avoided potential disappointment when i eventually get the TV.
I'll now look into replacing the graphics card.
Are there any budget cards that you are aware of that would meet my requirements?

Laptops cannot be upgraded, so you will need a new machine with a stated capability of HDMI 2.0.
Just like what black_zion replied, the GPU is often soldered onto the motherboard of laptop computer, so you could not upgrade it. Even though the GPU could support 4k resolution video, you could also connect your laptop to the 4k monitor, just making it working at 1080p when using HDMI.
