Paged file in non-paged file area reminds me of the time I keep trying to install War Thunder and keeps getting blue screened during the use of Bittorrent to download the game, and then I get blue screen every time I use bittorrent in that same window OS.
This only ended when I reinstall Windows 10 and did not use CCleaner or any utility to clean out the registry, because it's likely that something 'broke' while trying to 'optimize' the windows 10 OS with existing software that are generally used in Windows 7 and such.
Also, Windows 10 auto-updates and moves it's files around, so while the application that scans the OS might think it's 'useless', it's in fact may be used elsewhere and can break the system.
So if trying to play Forza (A Microsoft game), and getting this sort of crash, maybe your game is trying to use bittorrent to download itself or something?
Re-installing Windows 10 if you have that works, and reinstalling any existing OS also works, and I'm not sure if you also use CCleaner or other utility software that 'cleans' out your files, because they might mess something up.

I too have this problem. It happens when I drive around the first city (First new festival area expansion in the game. you get a choice if you want to go there or to the desert)

Yeah, it occurs only in the city area no matter what I did. It's either the driver, the game itself or both.
I have the same problem on two pc's with newest driver(16.10.1):
CPU: Intel 5930K
MB: Asus X99
CPU: Intel 4790
MB: Asus Z97
GPU: RX480 8GB
I will try changing " Static Geometry Quality " to medium and see if that stops the BSOD.
