7970 Idle 501 MHz

I have problems with the infamous 501/1375 MHz idle clocks for my card. This is big concern for me, since the PC is use is running for quite a long time, and 501 highly increases it's power consumption (0.95 volts and full memory speed isn't helping either).

It seems as though Chrome is triggering it, but even after closing, the clocks don't get back to normal 300/150 MHz.

I'm currently using MSI Afterburner with card undervolted to 1013 mV on 925 MHz clock, +20% power limit and custom fan curve, memory untouched.

I'm also using HDMI cable for my single FHD monitor setup.
Rest of my setup is (if it helps):
FX 8320, 3.5 GHz no turbo, undervolted
8GB DDR3 1600 MHz 9-9-9-28

Asrock 990FX Extreme 4

128 GB Toshiba SSD.
HD 7970 Asus reference board with Arctic cooler.

And yes, I have Overdrive disabled, no change.
