Very vague, only because we also need to know what your motherboard is?
Many newer motherboards will have support for first time overclockers, if you are one. Usually its good to start there if you are new to the overclocking scene. Things like OC Genie, Asus's AI Tweaker, etc all have things that will do the overclock for you, and it is only becoming more sophisticated.
If you do want to venture into the world of manual overclocking, I would suggest this:
The AMD Athlon x4 860K has an unlocked CPU multiplier. You simply raise the multiplier to over-clock the CPU. The clock speed of your CPU is determined by the multiplier times the clock speed. For a stable OC, you should disable 'Turbo' and take manual control of your CPU voltage -- that's pretty much it.
Just be sure to have sufficient cooling - a fan cooler may not cut it if you plan on overclocking to the point of generating a lot of heat.
Use AMD OverDrive to monitor your CPU temps and test for stability.
Keep your volts as low as possible -- higher volts = more heat. Good aftermarket cooling can help keep your temps down and increase your OC.
