ATI Radeon HD 5450 3 monitors

I recently installed an ATI Radeon HD 5450 on my windows 7 dell optiplex.

I have 1 tv connected to the HDMI, 1 flat screen monitor via VGA, and 1 monitor via DVI. (No adapters all straight cables )

It will only allow me to use 2 monitors at a time. I see all the 3 as being connected and it will allow me to switch between them but when I tried extending to the 3rd display it says I have to disable one of the other displays.

I am not using this for gaming just extra space nothing fancy.

Does anyone have any thought or insight on why this would be happening or how I could fix it?
