under "AMD EPYC™ Tech Docs and White Papers" I downloaded the following 2 PDF documents,
but they somehow are "locked" and require a password for unlocking.
So, what is the password to be able to read these PDF files? :

I clicked on the first link which download a small PDF. I am using NitroPDF and it opened without having to input any password. This is the first page from the PDF File as proof:
Most likely the PDF app you are using is not compatible with these type of PDF files.
But if you are trying to open these files using a company's computer it is possible their security system is preventing it from being accessed without approval from your company.

My system is Linux, and the PDF reader is called "Evince Document Viewer" (or just "Document Viewer"; seems to be a standalone part of the GNOME desktop project).
I just tried it again, but still the same error: it says the document is PW-protected and asks for the password.
I wanted to attach a screenshot, but this system does not accept the PNG-file, it says it requires a "Camera file"...
I use Windows Snippet screen shot to save and upload to my replies here at AMD Forum.
Is this a company's work station you are using to view the PDF Files? If so it might be restricted thus the password.
If it isn't a Company Work Station I would open a Evince Support ticket and find out why it is asking for a password when in Windows using a regular PDF app it opens without a password.

As suspected by you, it indeed was a program issue: I now installed another PDF-viewer called MuPDF and with it it finally works w/o any problem.
I have used the other PDF viewer now for about a decade w/o any such problems until now!
