Whats the difference between AMD Ryzen 7 2700 65w & 105w

Both advertised on Amazon and both show different wattage

1 is AMD Ryzen 7 2700 8-Core 20 MB Cache 65 W

1 is AMD Ryzen 7 2700 8-Core 20 MB Cache 105 W

The other difference is diffent coolers

Which is the best CPU & cooler to buy out of the 2 for performance?

Make sure your Motherboard has the latest BIOS and CHIPSET installed and check the Motherboard's MEMORY QVL list to make sure your RAM Module number is listed. The Ryzens CPUs seems to be fairly sensitive to the type of RAM Installed.
