Could you write a detailed instruction on how to configure memory for this processor?

Freq, timings, and other settings.

According to the AsRock site, that motherboard is only certified for the below listed 16GB RAM chips. Your RAM modules are not listed, and therefore could be incompatible.

savarch, I am no memory expert, but that memory looks OK to me.  We need to know a lot more about your system to try to understand your hang.  Running non-QVL memory is not recommended but not a killer.  Please post a screenshot of Ryzen Master (RM) - simply drag-n-drop the image into your reply.  Please do a Clear CMOS first using the user manual instructions.  Also post all you parts including power supply, OS, CPU cooler, etc.  Make sure your BIOS is up to date.  I suggest testing your memory one stick at a time.  Please let us hear.  Thanks and enjoy, John.
