Ryzen 7950X load never is higher than 12-13% - system performs poorly

Hi all,

I did a lot of research and tried a lot, but now I am really clueless. Here is my problem:

I did a new PC build, did a clean install of Windows 11, installed only the ASUS & AMD-drivers, CPU-Z & RyzenMaster.
The PC feels extremely slow, it takes literally several seconds to start the task manager or orther apps.
Even when I do a stress test, e.g. using CPU-z, the average load is never higher than 13%. The load is constantly on this level on all 16 cores. At the same time the temperature is never above 37/38 degree celcius.

I did reset the bios values several times, installed the latest bios, etc. I really tried a lot, but the PC never got faster...
I would really be happy if someone would have a soultion for my problem...

    • desktop, build by myself, case is a be quiet dark base 700

    • Windows 11 64bit 22H2 build id: 22621.963, all available updates installed 
  • Driver version installed
    • all drivers for chipset & gpu from ASUS drivers page, Adrenalin Edition: 22.11.2
  • Display Make and model and connection/adapter in use, resolution, and refresh rate.
    • LG 34UM95, 3440x1440 @60Hz, connected via DP
  • CPU/APU Make and model number
    • Ryzen 9 7950X
  • Motherboard Make & Model + Bios Revision
    • Asus  ROG STRIX B650E-F Gaming WIFi, BIOS 1001
  • Power Supply Unit Make & Model + Wattage
    • Seasonic Prime PX 750W - Platinum
  • System Memory Make & Model + Frequency
    •  Kingston Fury Beast 5600Mhz CL36 2x16GB EXPO/XMP
  • SDD
    • WD Black SN850X 4TB, NVMe, S.M.A.R.T.: all ok

samuelle, please get all AMD drivers here, including video. Please run Cinebench R23 and post SSs of both Basic and Advanced mode.  Thanks for the included SSs, very useful. Your power is a little light but I do not think is the problem now.  What does ruhezustand mean in English. What version of Windows are you running (winver command in command prompt). Thanks and enjoy, John.
