R7 5700X and B450M DS3H ISSUES !

Hello i have a problem and i want your opinion please i bought a pc from someone , setup is : 

Mobo : B450m DS3H 

CPU : R7 5700x

GPU : RTX 3070

RAM : 32 GB 3200 MHZ 

SSD : NVME 500 GB 

PSU : 750 WATT 

The problem is the cpu can't run at stock settings the pc boot and never reach windows and the only way to boot to windows is to overclock it manually so i tried cpu clock ratio at 42 (4.2 ghz ) and 43 (4.3ghz) and adding +0.175V to the DVID after the overclock it will boot but like that it will never reach its maximum speed .

And can't overclock it more than that , but what is wierd that in bios it says the cpu voltage is ~=1.248 v but ryzen master and HWINFO64 say its 1.1v

 i tried clearing the CMOS turn off XMP but still same problem .

I tried to force the voltage that the bios said which is 1.248v into ryzen master but the CPU overheated and shutdown itself !

Hello, start by determining what kind of B450M DS3H you have (there are five of them). Then compare the BIOS version to see if it has the latest update. If everything is so, try resetting the BIOS settings to stock, set the memory settings (enable XMP 3200), try to start. The rest is based on the results.Снимок экрана 2023-10-03 102229.png

I have the first one B450M DS3H REV 1.X

The bios version is f64 which is the last version , i did reset bios by clearing CMOS and by pressing Load optimized defaults ...

So who is right about voltage bios or Ryzen master and HWINFO 64 ! Weird

No bro i need to oc manually to 4.3 ghz to boot to windows xD .

I even flashed the bios to a new beta version but still same problem with same solution , maybe that problem never happened before in human history seriously !
