using stock cooler with x570 aorus elite motherboard

i'm having same issue with 3600 at stock setting on MSI B450 Pro Carbon AC at everything at stock in bios.

Use the power saver cooling plan in Windows 10, it will run the CPU at its lowest speed most of the time and save a bundle in electric costs.

purchased a 3700x from scan and is sat at an idle tempreature of 60c with the fan permanently on 100% and a constant 1.45 volts idle on the windows home screen is this normal?
